When a European company wants to work with Tunisian talent, two models are available: outsourcing (service provider) and EOR (Employer of Record). These are two completely different approaches.
Outsourcing: you buy a result
With outsourcing, you assign a mission or project to a Tunisian provider. They manage their teams as they see fit. You receive a deliverable. You do not manage people individually. This suits one-off developments, short-term missions, or clearly defined deliverables.
EOR: you have a dedicated team member
With EOR, the team member works exclusively for you, with your tools and your processes. You manage them directly: meetings, objectives, system access. YTT is the legal employer (contract, payroll, social contributions), but operationally they are part of your team. It is like having an employee, without the local administrative complexity.
